This paper about “Poker Machines in N.S.W.” traces the emergence of poker machines in N.S.W. It was authored by Mr. Ted Vibert, general manager of the Poker Machine Analysis Centre and executive director of the Australian Club Development Association.
We don’t know who authored this humorous list of instructions about fixing a poker machine. It is believed it may have been a poker machine technician employed by Nutt & Muddle & Sons Pty. Ltd., one of the major Sydney-based poker machine manufacturers from 1946 through to the early-1980’s.
Sometimes disliked and criticised for his often brash approach, George Wintle was one of the doyens of the club industry. He is mentioned in the above article “Looting Registered Clubs”. My father often spoke highly of him and I met him personally in the early 1980’s when he managed the Sydney Swans Club – Phil Bennett.
The Introduction to the N.S.W. Department of Finance’s 1982 publication “Control and Review of Poker Machine Operations” clearly didn’t mince words. It represented a warning of tougher poker machine legislation to come if the club industry didn’t demonstrate change and positive responses to plans for reform. Read it here.
In 1985, the NSW government signalled the imminent introduction of a system of licensing of participants involved in the supply, sale, advice and technical service concerning poker machines. Read the report of the special committee I headed, which was established to achieve industry licensing.
At a time when the N.S.W. club and hotel industries were pressured by the N.S.W. government into accepting introduction of a turnover tax on poker machines, few were more vocal and influential in pursuing efforts to overturn the proposal than was Roger Cowan, then head of the Panthers Rugby League Club. In February 1990, Ainsworth Nominees (t/as Aristocrat) commissioned us to prepare a paper about the N.S.W. government’s proposal to introduce a poker machine tax based on machine turnover. Access the paper here.
